Governor Ayade of Cross River State Nigeria Commences Need Assessment Process On Direct Critical Rural Infrastructures At The Various Council Ward



The governor's consideration is that while mega projects like Super Highway and Deep Seaport are to great benefits to the state, nation and neighboring countries, rural communities will need critical infrastructures to be put in place and to feel that closeness with government. Consequently, a team of project experts led by Hon Ken Aklah, the Special Adviser to the Governor on Governor's Office has been detached by the Governor with the purpose of involving members of the council wards all over the state in an interaction to identify projects of utmost needs and urgency to the rural communities.
Starting from Northern part of the state yesterday, being 23rd of March, 2017, these interactive engagements with locals are expected to be carried out across the 196 council wards of the state and basically intended to identify projects of need and preference to the people. This is because in most times, most projects sited in communities are done without due consultations with Memebers of the communities for consummate need assessments which make such projects to fail when it comes to impact evaluation because political office holders often stay in the comfort of their offices to allocate projects to communities without due need assessment process which often make such projects to have little or no meaning to the people. But with the matching order of the Governor, his generals are in the field to practically identify real areas of need behaving priority attention from the government.
Therefore, these consultations with the locals is to set priorities right for project choices and to patronize local content through community participation ( by way of community members supplying materials/provisions of Labour and they are fully paid for by the government). Aside the fact that community members will generate income from these projects to assuage their plight in this time of economic recession, this all-involving and all-inclusive process from identification of priority projects in communities, to project deliveries will also give the people a sense of belonging and create the anticipated impact. Also, it will naturally establish maintenance mechanisms across all benefiting communities.
Though this administration has been heavily fraught with distractions from multiple litigation, machinations to upturn it and terribly compounded by international and national revenue shocks with resultant prostrated economic condition, it is emerging stronger, more purposed and more focused. Now that the tempest or storms of litigation have naturally been shown the way to history, it is time to fulfill our social contract obligation to the people, maximally.
According to Honorable Ken Aklah, the Special Adviser to the Governor on Governor's Office and Event Management who is also the leader of the team, it is a bottom-up approach that is to say it is from the very remote communities who are in dire need of government touch before getting to urban areas.
The first community visited is Nkpakna-Mbarakul in Ekajuk II, Ogoja Local Government Area. There, the people listed three projects in order of priority to be their almost impassable obsolete bridge which links Ogoja town, ekpogrinya and Nwang to be constructed . According to them, their crop produce which constitute basic source of their subsistent livelihood are trapped and left to decay within the community because they can hardly be conveyed to towns.The Second one is the road and the third is electricity.
The second community visited is Alangkel, Ekajuk still in Ogoja Local Government. Their Challenge is road that links Bansara and the community. The road will pass through the flood plains and needs a little elevation to one metre height with embankment and minor culverts to control water inflow and preserve the road. The second thing needed in order of priority is electricity too.
Wanokom in North Ukelle, Yala Local Government Area, the people listed six things: their major road which is federal road, their uncompleted garri factory which was put in place by Prof Ayade, when he was a senator, replacement of their two blown transformers, water (borehole), and a clinic and the Akpe bridge which links the two separate communities of Wanokom. But the S.A. Governor's Office was able to identify 3 basic priority projects and went ahead to promise that he will draw the attention of the DG of State Electrification Agency for the provision of the needed transformers.
The third Community that was visited was Alifokpa in Yache under Yala Local Government Area. There, their challenge is to fix the only bridge that links their council ward the rest of the state. The meeting which extended into the night was very interesting as the crowd already started celebrating and many heaved sighs of relieve because they perceive their age long primary being solved once and for all
The team ended with Alifokpa, yesterday at about 7:45 pm
However, the S.A. Governor's Office has made it clear that fire-brigade-approach shall be adopted in this intervention projects before the rainy season sets in and to show how dear these projects are to the Governor, it is being directly handled by his office.
